IELTS exam is conducted in two formats, academic and General training. For Canada PR application, you have to opt for General Training. This requires at least a month to prepare. Key to get good score in IELTS is understanding the format.
You can book your IELTS exam date here. It will cost you around Rs. 12,000/-. Once you book a date, you will get a booklet (along with CD) with practice papers. This booklet will help you understand different sections and format of the exam. Try to score all the sections above 7.5 out of 9 in the practice papers.

There are different plans (Rs.3000 – Rs.6000) on website including a free plan. You can chose your membership based on your requirement. This site provides abundant material, guidance and a dedicated tutor for IELTS preparation. IELTS will take 1 to 2 months.
ECA Evaluation: An Educational Credential Assessment (ECA) is used to verify that your foreign degree, diploma, certificate (or other proof of your credential) is valid and equal to a Canadian one. If you have a Canadian degree, diploma or certificate, you do not need to get an ECA for that credential. In simple words, if you didn’t study in Canada, you have to get your education credentials assessed. This report determines whether your education qualifies for Doctoral (PhD), Masters, Bachelor’s or etc. in Canadian education terms. (I did an integrated course from BITS-Pilani (M.Sc + BE, 5 years). It is treated as Masters degree in Canada.). For more details you refer this link.
There are Designated organizations for ECA evaluation. Please refer to this link to find out which organisation needs to do your evaluation. If you have an engineering degree, you can go ahead with WES Canada. This will again cost you another Rs. 15,000 (Fee 13,000/- and 2,000/- courier fee). This evaluation will take around a month. You can start ECA evaluation parallel to IELTS preparation.
